Suspect wrong behaviour or wrong test

in test_support.rb:
def test_time_to_diff
t = Time.at(1234567890.123456)
expected = "2009-02-13 18:31:30.123456"
assert_equal expected, t.to_diff
end
it fails. I think time zone is not taken into consideration.
Time.at(1234567890.123456).utc.to_diff
gives us "2009-02-13 23:31:30.123456"
Time.at(1234567890.123456).to_diff
gives me "2009-02-14 02:31:30.123456"
I'm in gmt+3 time zone. None of them matches expected value.

Amp aims to put control of version-control software in your hands as a developer. The entire system is written in Ruby (with C extensions to improve performance), and aims to implement all major VCS's in Ruby. Currently, Mercurial is implemented.
Other features:
Commands are first-class members of the system - drop in an "Ampfile" in your repository, and you can add commands to amp in the same manner you add commands to rake (only with far, far more power!)
